If you have the water level to the vent screw on the lower unit, then you are probably uncovering the exhaust port and making it easier for the engine to run, no back pressure from the exhaust being submerged. Other than that, the water level does not make any sense.

There is a nut and rod (pinion?) attached above the flywheel which the starter fits over.
